National Terms and Conditions for Employment of GP Registrars Now Available

General Practice Registrars Australia (GPRA) and General Practice Supervisors Australia (GPSA) have reached agreement on the National Terms and Conditions for the Employment of Registrars (NTCER) commencing in 2015.

The new Agreement covers GP registrars undertaking Australian GP Training in all terms of training in a general practice setting*, where previous National Minimum Terms and Conditions only set terms and conditions for registrars in the early stages of training.
GPRA Chair Dr David Chessor said that the move to include all terms provided greater clarity for all parties to the agreement.
The new Agreement enables both parties to seek the advice of the negotiation team to support the timely resolution of issues should they arise. Under the new Agreement registrars will have the opportunity to negotiate with their employer a percentage of billings or receipts if the base rate of pay for their training term has been reached.
Dr Willett (Chair GPSA) said, “The previous agreement unreasonably locked the parties into a remuneration model that was neither sustainable, nor flexible. The new agreement is now more balanced and less complex”.
The NTCER reaffirms GPRA and GPSA’s view that all registrars are to be employed and not hired as independent contractors.
Dr David Chessor said, "GPRA is very pleased to be able to release the next iteration of the terms and conditions document with GPSA. GPRA is particularly happy to see the inclusion of more senior registrars in the agreement, and a number of other areas significantly simplified."

The new NTCER Agreement is available on the GPRA and GPSA websites.
*Registrars employed in community controlled health workplaces, Australian Defence Force or registrars in remediation may be bound by other contractual arrangements
